However, we identified an instance where alleged abuse had taken place, but the matter had not been reported to the local authority’s safeguarding investigating body or reported to us. This was a breach of the Regulation 11 of the Health and Social care Act Regulations 2010. You can see what action we told the provider to take at the back of the full version of this report. As part of the inspection we checked on standards that were not met at our last inspection in February 2013. These related to care and welfare, assessing and monitoring the quality of the service and safety and suitability of the premises.

This inspection was undertaken within the six months timescale because we received further information of concern from the local authority and whistle blowers, which related to poor staffing levels and poor care. Because of this, we wanted to check that the enforcement action, which had been taken, was resulting in improvement. The Oaks is a residential care home that provides personal care for up to 30 older people, including people living with dementia. There were 19 people in the service when we inspected on 9 June 2016. There were 24 people in the service when we inspected on 24 and 31 August 2017 and 23 people on 26 September 2017.
Medical Care
We identified a number of breaches of the Health and Social Care Act Regulations 2014. Following this inspection we took immediate enforcement action to restrict admissions and force improvement. We carried out an unannounced comprehensive inspection of The Oaks Residential Home on 24 and 31 August and 26 September 2017, and we found a number of breaches of the Health and Social Care Act Regulations 2014. The service was given an overall judgement rating of 'inadequate' and is therefore in Special Measures. Ratings are provided by Care Quality Commission and reflects the most recent report for this care home, which was published on 25 July 2018. If this service has not had a CQC inspection since it registered with us, our judgement may be based on our assessment of declarations and evidence supplied by the service.

Colonia Court takes pride in offering extensive care expertise. As well as being able to offer general nursing and residential care, carers also specialise in dementia care, and care for Parkinson’s and Huntington’s disease.... The staff are exceedingly caring, personal, thoughtful and supportive of us all. The home is always warm, clean and the food is good - it's very well...

There were systems in place to safeguard people from abuse and the recruitment of staff was safely completed to make sure that they were suitable to work in the service. Staff were aware of their responsibilities and knew how to report any concerns. Spacious and with a warm and welcoming atmosphere, bedrooms are beautifully decorated, while the coffee lounge, cinema lounge and open-plan dining room offer the perfect place for you to relax or socialise in.

However, not all environmental risks had been identified and managed and improvements were required around cleanliness and decoration. System or checks in place to ensure that food sold or served is safe to eat, evidence that staff know about food safety, and the food safety officer has confidence that standards will be maintained in future. The Croft is a small care residence located in Colchester, with a capacity of six. The care home caters for adults of all ages with learning disabilities.

The Oaks Care Home provides Nursing, Dementia and Respite care. She holds a number of relevant Management qualifications and specialist Dementia Qualifications. My Mother has settled wonderfully and we couldn't be happier. The home and staff are brilliant, very caring and attentive and the room is lovely.

There are a few little concerns that we have, we have mentioned them to the Manager who is working with us to resolve them. My loved one has just returned from their stay at the home - we found that the alarms were going off a lot of the time and not being answered which was a bit distracting. The Oaks Home was acquired by New Century Care in August 1995. Registered for 61 people, the home offers a mix of single and double rooms, on two floors, serviced by a lift. The Oaks care for people with general nursing, care and specialised needs.

The friendly and welcoming decor helps residents feel at home and there is a tranquil, fully enclosed garden, which offers our residents a relaxing atmosphere and a quiet retreat. Our dedicated team ensure we meet the resident’s individual care and social needs. There is an open door visiting policy and families and friends are always welcome.
Autumna has invited care providers to evidence the infection control measures they are carrying out, above and beyond those laid out by the government, in order to keep residents, staff and visitors safe. Tall Trees care home is skilled in looking after older people. The service provides high-quality respite, nursing and dementia care, as well as compassionate end of life care.
If my mother need permanent care i will be going to The Oaks first. I think the care and the home itself is very good but it's a shame she didn't take advantage of what is on offer there. My only feedback would have been for the staff to be more proactive in... It's been nice to watch the staff help him to his feet and walk him to the dining room and how content he is.
